37 flood protection measures planned in the Southern part of the water resource region of the Central Wisła and the Pilica basin were discussed during the meeting held on 15 April in Radom. They were preceded by conferences relating to the public consultations of the draft updated flood risk management plans (uFRMP) in Włocławek and in Warsaw.
In Radom, just like in Warsaw, the most important proposed measures include repairs, expansions, and modernisations of embankments. “This is an obvious strategy for a lowland region crossed by a large river. In this section, the Wisła carries water collected in its upstream course which constitutes a possible hazard during spring thaw or long-term heavy rainfall. We need to be prepared for the high water here all the time”, said before the meeting Marek Gróbarczyk, Secretary of State in the Ministry of Infrastructure, responsible for the aspects of water management and investments in the maritime and water sector. The most important investments The major problem areas in the “Radom” section include Kamienna – Wąchock, Wolbórka – Tomaszów Mazowiecki, Wyżnica – Wilków and the Central Wisła – Wisła near Lublin. “This is where we planned the construction of the small retention reservoir Bzin in the Kamienna basin, expansion of the left- and right-bank embankment of Zagożdżonka river in the commune of Kozienice and expansion of the left-bank embankment of the Wisła in Janowiec in the commune of Puławy in the draft updated plans. What is more, the plans include expansion of the left-bank Wisła embankment in the commune of Ożarów. The activities will cost close to PLN 235 million in total”, said Anna Łukaszewska-Trzeciakowska, director of PGW WP Regionalny Zarząd Gospodarki Wodnej in Warsaw. During the meeting, the analyses concerning the opportunities to increase retention in the forested, agricultural, and urban areas in the planning basins of the Pilica and the Wkra, unique in Poland, were also mentioned. The documents were developed for PGW WP RZGW in Warsaw in the 1st planning cycle of FRMP. The analyses are to help to maintain and increase the existing retention capacity in the water resource region of the Central Wisła. They are an example of synergy of activities improving the flood protection and minimising the drought hazard.
28 towns and cities on the consultation meeting route
The flood risk managements plans (FRMP) with a list of specific activities in different parts of Poland are developed every 6 years. At present, the documents, including the ones pertaining to the water resource region of the Central Wisła, are updated for the first time. The public consultations of the draft updated FRMPs, announced by the Minister of Infrastructure and coordinated by Państwowe Gospodarstwo Wodne Wody Polskie, have been held since 22 December 2020. This is a key stage of works devoted to the draft documents. The discussions will be held in as many as 28 towns and cities. Until now, all of them have been held on-line. The most important activities concerning the safety of residents of the uFRMP. In Poland, this list contains more than 1,100 items planned for 2022–2027. Those are the documents attracting attention of the debate participants and all stakeholders. The drafts of updated plans, complemented with the requests and comments submitted during the consultations (they can be submitted e.g. using a form on www.stoppowodzi.pl), should be adopted in December 2021 in the form of regulations by the minister competent for water management.
